A Notary Public (“NP”) witnesses or certifies documents for use outside of Singapore and issues a Notarial Certificate. His role is to verify the identity of a signer of a document or the authenticity of a copy of an original document.
The notarising process leads to a second step of authentication by the Singapore Academy of Law (“SAL”) and ends with an Apostille being issued by SAL. This means that after the document is notarised by a Notary Public, the document has to be presented to SAL to obtain the Apostille.
The Apostille is a certificate issued by the Singapore Academy of Law that certifies the authenticity of the Notary Public in Singapore. The Apostille is stuck to the back of the Notarial Certificate issued by the Notary Public.
In some cases, the apostilled document has to be legalised by the embassy of another country. We provide the submission services to embassies but these will be separately charged.
A Commissioner for Oaths (“CFO”) performs a similar role as a Notary Public, i.e. he witnesses/certifies documents for use within Singapore.

For notarisation, it generally takes about 15 to 20 minutes. For commissioning, it generally takes about 5 to 10 minutes.
